I disagree with the answer, I Google it on the map section and the Ice Pavilion is due south of the Human Resources Administration building in the picture and the curve dome is part of City View Racquet club .
I disagree with the answer given ,The building under construction is the Future Human resources Administration. The photo is pointing due north and the curve dome in question is City view Racquet Club . The Ice Pavilion is a couple of blocks south of the HRA building .Google has an Excellent photo of both buildings and the map section can point out the two buildings.
